Rares-Julian .:.
Dedicated to excellence in marine surveying, vessel inspection and maritime audits
!!! AVAILABLE WITH SHORT NOTICES !!!
.:. THE ONLY ONE ACCREDITED IN ROMANIA .:.

I am not wondering that my experience [more than 24 - twenty-four years in maritime and oil and gas industry in total and more than 10 - ten in high managerial roles representing top-five international companies] could be considered a good asset for fixing a possible corner-stone for our collaboration.

Being recognized and certified by IMCA – CMID Vessel Inspector [since 2010], OSHA-US [this training conforms to U.S. Department of Labor (OSHA) training standards and ANSI Z490.1], IIRSM-UK [since 2014], ASSE-US [since 2007], etc.], also an QHSE and Security Specialist [maritime, seismic, drilling, etc.], I believe my expertise could be widely used considering the profile of your company.

Another type of inspection [during the last years I observed that more and more shipowners required this kind of inspection] is the "Third Party" and general "off-records"; audits were performed in various ports in Europe, Africa and Middle East and the scope was to prepare the vessels and their crews for various inspections as Annual / Interim Classification External Audits, Company Internal Audits, Client Hire-On and Hire-Off.

Activities as Client Representative [part of project management teams], Lead Auditor [IMCA, Maritime Audits, QHSE and Security Assessments, etc.], accident and incident investigations, maritime trainer, reviewing documents, procedures and manuals against applicable rules and regulations, supporting different teams for building  reports [bridging document] are just a few I can write them down.

My corner stone’s education is referring to that 5 [five] years in the Naval Academy “Mircea cel Batran”, Constanta, Romania, so more than basic military education and all related, are still part of my present behavior.

Maritime Inspections

As an experienced Vessel Inspector, I will conduct audits of all types of vessels, as per my accreditation. Audits are conducted according to International Marine Contractor’s Association (IMCA) Common Marine Inspection Document (CMID) protocol. In special cases, for third party audits, I will use the commissioner audit forms or templates. In any case, a step-by-step procedure will be followed, as listed below:

  • The auditor will evaluate the vessel and its management system against the criteria defined in the applicable protocol, and record any observations in the relevant part of the report template. The auditor will indicate where such observations represent a non-conformance with the criteria;
  • The auditor reports to the commissioner of the audit.

Audits take place on board vessels in port or at sea. The auditor is responsible for:

  • conducting an Opening Meeting with Master or their delegate to state the audit aims and plan the audit activity;
  • conducting the audit in such a manner as to fulfil the criteria in the template;
  • conducting a Closing Meeting with Master or their delegate to present initial observations, settle any disputed observations if possible and where asked by the crew, provide verbal guidance on how any non-conformities might be addressed;
  • preparing the audit report using the relevant protocol;
  • delivering the audit report to the commissioner of the audit within five days of leaving the vessel.

Code Of Conduite

The basic principles of the CMID Vessel Inspector Code of Conduite are:

  • PROFESSIONALISM
A CMID Vessel Inspector must have a sound foundation in the general knowledge of his/her profession in addition to appropriate and adequate experience to conduct his/her specific work as a CMID Inspector. He/she must keep up to date in his/her technical training and knowledge.

  • OBJECTIVITY
A CMID Vessel Inspector must adopt an impartial and objective approach in all aspects of his/her work at all times.

  • INDEPENDENCE
A CMID Vessel Inspector will be independent of the client commissioning the inspection.

  • INTEGRITY
A CMID Vessel Inspector shall:
• not be influenced by outside pressures
• seek to reach agreements based on objective conclusions

  • CLIENT RELATIONS
A CMID Vessel Inspector will:
• never bias or modify his/her professional opinions for personal gain or in response to any form of pressure from whatever source
• only undertake to carry out inspections for which he/she is properly qualified for a particular project
• accept arbitration when all parties involved agree to this method of solving disputes
• recognise that his/her first duty is to his/her client instructions and endeavour to sustain an open relationship with a client whilst, at all times, observing professional integrity

  • PROFESSIONAL RELATIONS
A CMID Vessel Inspector will:
• co-operate with colleagues (where necessary) to achieve a complete and objective inspection
• not criticise a fellow CMID Vessel Inspector to third parties
• ensure strict confidentiality over information received from third parties

  • NON-COMPLIANCE
A CMID Vessel Inspector will bring to the attention of the accreditation body instances where CMID Vessel Inspector is not observing this Code of Conduct.

  • PERSONAL CONDUCT
A CMID Vessel Inspector will not practice during a period when his/her judgement is, or might be impaired through any cause and will endeavour to avoid actions which lead to the discredit of his/her own professional reputation.

  • RELATIONSHIP BETWEEN THE CODE AND THE CMID INSPECTOR
When the accrediting body is informed of a CMID Vessel Inspector non-compliance with the Code of Conduct this will be investigated and the Inspector given the opportunity to offer a defence or appeal. Depending on the extent of non-compliance a CMID Vessel Inspector may have his/her accreditation suspended or permanently withdrawn. Minor failures may be dealt with by written warnings. However, repeated minor non-compliance can be considered grounds for suspension or expulsion.

About IMCA

IMCA is a trade association and exists for the benefit of its members across the offshore, marine and underwater engineering industry.

IMCA operates with a global focus via a structure of technical committees made up of experts elected from member companies, supported by a small, focused secretariat in London. They are a respected voice around the world promoting good practice, particularly in the areas of health, safety and environment, quality and efficiency, as well as providing technical guidance.

In common with other trade associations, IMCA provides its members with guidance, allowing them to ‘self-regulate’ rather than look to clients, or governments for setting rules and procedures. While governments legislate on a range of issues in the public interest, they cannot produce legislation for every part of an industry’s operations – nor may that be desirable. A key benefit of industry guidance is that it can be implemented and updated more quickly than legislation, which is vital in an industry with rapidly advancing technology.

As a trade association IMCA must also comply with international competition law (competition, antitrust and similar laws). IMCA uses strict guidelines to ensure compliance.

About IIMS

The International Institute of Marine Surveying (IIMS) is an independent, non-political organisation promoting the professionalism, recognition and training of marine surveyors worldwide. IIMS is the accrediting body that provides certification for CMID Vessel Inspectors.

The IIMS defines marine surveying as: “The service provided to maritime and transport organisations in general and the production of guidance reports for all other bodies connected with maritime operations or maritime trade”.

The IIMS is the professional body for marine surveyors and has a worldwide membership of around 1,000 individuals in over 90 countries. It is the largest organisation of its kind and seeks to represent its industry to government and non governmental organisations such as the International Marine Organisation (IMO), Coastguards, insurance companies and ship owners.

The IIMS is led by a President, supported by a Vice President and a Management Board. This structure is supported by a Chief Executive Officer and head office team based at Portchester in the UK. In addition there are overseas representatives in 17 regions worldwide.
